Bank's ruleset tabs option to move them to the left doesn't work

Describe the bug
moving the bank's rulesest tabs to the left doesn't work.
To Reproduce
Steps to reproduce the behaviour:
- Go to Combuctor Options
- Frame Settings
- Frame: Bank
- Display
- Rulesets on Left
- Check the box
Expected behaviour
The Rulesets tabs should move to the left of the bank panel
