Full broadcast leaves multiple raiders with empty raid roster

Describe the bug
Recently someone on the other raid team accidentally accidentally initialized the raid on my team's roster. This made it so some people in the raid had "bad" entries in their log. There were two options - either contact an officer who was on at the time to log on and do a 2 week merge broadcast to add the records for both adding and removing dkp, or I could do a full broadcast to overwrite the logs with my known correct one.

After broadcasting, some people said their DKP was now correct and had the green circle, but about 4 or 5 said they had no one in the raid list. I asked them to reload, but it still showed nothing. After another full broadcast, some of them saw it, but some still did not. After a third broadcast, everyone finally saw it. This issue happened raids in a row (new people needed the update in the second one, and different people had their lists disappear)

At least one or two of them said they didn't get a notification asking if they wanted to replace their dkp list with mine, which makes me think they already had the same history as me, at least before it disappeared.

To Reproduce
Steps to reproduce the behavior:

  1. Type /dkp
  2. Click the circle to broadcast dkp
  3. Choose guild and full broadcast
  4. Wait for broadcast to finish
  5. Ask people if DKP looks correct.

Expected behavior
Everyone has updated lists, and no one has a red circle saying they're missing entries from someone.

I've never been the recipient of a full broadcast, so I've never seen the empty list on my end.
