Describe the bug
Like #14 but for time interval bonus'. We don't use DKP for raiding ZG. But we see that when no raid is initalized a time interval bonus is awarded. I was not present when the bug occurred, but checking the dkp tabes (for which we have 2, MC and BWL) I don't see that an award occured and was manually removed. Perhaps it is only a console message and not a console message and dkp award.

To Reproduce
Steps to reproduce the behavior:

1. Do not Initalize a raid.
2. Play through ZG
3. Look for console message: "CommunityDKP: Raid DKP Adjusted by 15 for reason: Time Interval Bonus"

Expected behavior
DKP awards should not occur until a raid is initalized and should stop while there is no raid initalized.
