When using macros on utility ring, if a new macro is added, the macros on the ring change

Here is what I did to find this behavior

1. Add a custom utility ring
2. Add multiple character specific macros to the ring
3. Save settings, test it out
4. Add a new character specific macro
5. Observe that the macros in the utility ring have changed

Specifically, I was trying to add a battle rez ring for targeting individual party members. But it doesn't work because whenever I add a new macro, the ring changes
