As you can see, I am 86 points away from making it rank 3 guaranteed with 205/205 skill in the specialization info. It is possible to achieve the desired skill level with Primal Extraction and Illustrious Insight. Missing skill points are available at Insight of the Blue ranks 20, 45, Draconic Disenchantment ranks 5, 15, 25, 35 and Primal Extraction ranks 15, 30:
