Patron Orders Competitor's Heraldry

Patron orders for crafted PVP gear dont seem to calculate the increased skill requirement from the Patron's Competitor's Heraldry.
It is able to correctly assign materials to reach a target quality for an item when crafting from the normal recipe menu.

But it assumes that the upgraded version requires the same crafting skill level

hm as far as I see it seems to work?
the green one does not increase the difficulty ? hm
the pvp reagent adds 50 to the recipe difficulty that isnt currently being accounted for
