Concentration costs in Recipe Scan inaccurate on different characters

The concentration cost of crafts in Recipe Scan is inaccurate when viewed on other characters.
I've uploaded screenshots to a Google Drive of Recipe Scan and the relevant KP of a few of my characters to show this behavior. Comparing the "toastburner, as toastburner" to "toastburner, as haazun" is probably the best example of this behavior. I've included the others for thoroughness and hopefully to help figure out what is causing this.
There is also a strangeness with Craft Queue when changing characters, often times showing inaccurate concentration costs for that characters crafts as well as others. Comparing the "craft queue, as zilnik" to "bismuthin, as bismuthin" screenshots shows a widely different cost for Algari Finesse- but all the other characters also think Bismuthin needs to use a lot of concentration for that craft than in reality.
Screenshots taken on Craftsim version 19.4.0. I did a /craftsim restdb at the weekly reset on Tuesday.

Seems the spec data stats are not deserialized correctly and the cost calculation used the api to fetch the cost although not possible on an alt and should use manual calculation
