[CraftQueue] Craftqueue appears to be ignoring optional reagents when optimizing reagents for crafting working orders without all reagents.

Describe the bug
Craftqueue appears to be ignoring optional reagents when optimizing reagents for work order crafts that don't include all main reagents.

To Reproduce

  1. Send yourself a work order from an alt that includes optional reagents, like missives, crests, embellishments,... but no main reagents. In this case, I also chose a R4 minimum quality requirement, this might be relevant.
  2. Add this work order to your craft queue on your crafting character.
  3. Buy the necessary reagents from the AH, or alternatively manually put this amount of reagents into the simulation mode.
  4. You'll find that the reagents CraftQueue chose to craft the item end up short of the requirements to craft the item....

Expected behavior
I expect the chosen reagents to fulfill the full crafting order.
