By default, shadow priest Voidform no longer scrambles chat messages. Players will need to use Glyph of the Shath'Yar to scramble their chat messages. Tested by typing in /say and /party "Test {rt3}{rt2}{rt1} 1 2 3" while Voidform is active.

Thus, the following option should default to unchecked (DO send chat icon and countdown chat yells).

Additional context
Chat messages can still be scrambled in Voidform if player decides to glyph into it.
