Zoning in to dungeons (Timewalking WoD) / manually clicking on load addon under the "Dungeons (WoD)". Will assume this happens when Everbloom goes live when s3 starts.

Did you try having DeadlyBossMods as the only enabled addon and everything else (especially something like ElvUI) disabled?
