Describe the bug

• Steps to Reproduce (what did you do to make the bug happen):
  Purchase Void Storage on a character that doesn't already have it
  On characters that already own Void Storage, this can be reproduced by running /run VoidStorageFrame_SetUpBlockingFrame()

• Result (what happens when you follow the steps above):
  The tutorial messages are hidden and void storage is covered in a blocking frame.

• Expected (what you think the expected behavior would be when following the steps):
  The void storage tutorials should show as normal (or at least Void Storage should be accessible)

• When the bug started (a date, wow path release, details update, etc)?
  Not sure on the specifics but I believe this has been happening for some weeks (maybe since 11.0.0?)

• Additional information:
  A similar issue with the Garrison Mission UI was fixed recently: #802
