I currently have 2 out of 11 toons on a single server that I just can't do anything with when it comes to action bar paging. On all characters I have the paging set as shift and mousewheel up or down to page through the 6 bars I have set up. Currently my Shaman and Rogue don't follow the rules. Both of those toons will only change from bar one to bar two. I have gone in and changed every setting I could think of, used profiles for every other class, including the default one I set up myself. Still nothing. It's quite vexing. Not sure what other info you need but I'd be happy to provide whatever is needed if I could just figure this out.

Do you have any of the multi action bars enabled on the Blizzard side of the options menu? Those can affect what bars are available for shift + number paging.

Pure genius!! The two toons in question are fairly new and I never thought to check the stock settings, That solved the problem, thanks a ton!
