I don't think it actually needs to be in the UI, since I prefer the default of separated xp and artifact bars, but it would be possibly useful to have a global mode setting to switch between combining all bars into one (the xp bar), the current behavior (an xp/reputation/honor bar and an artifact bar), and splitting all bars.
