Doesn't show empty buttons in KeyBinding Mode

What problem are you having?

In keybinding mode, it no longer shows all buttons on the bar. I can still key bind, but not over empty buttons unless I first set "Show Empty Buttons" to true.

It used to be that in binding mode, empty buttons would be visible too...
