Increasing size of any bar clones the first slot of bar 1

I am unable to increase the size of my action bars beyond my initial configuration as any additional slot added clones slot 1 of bar 1. For example, whatever spell that I have in my first bar 1 slot will also be in every slot I add to bar 2. If I change the spell in any of these slots, its replicated across all of them. I have paging turned off for every bar.
