It used to be centered until the recent updates.

nothing was changed on recent updates, the position is controlled by movers in elvui, type /moveui and move it to wherever you want

I'm dumb, my Apologies. Didn't understand what EltruismDoom meant, but it's probably an alternate for Dooms Cooldown Pulse.
