Describe the bug
Frame strata of the Covenant/Garrison button is set too high and is overlapping other frames like my bag and my map. It also has a high likelihood of defaulting to it's normal appearance (Large Covenant icon in bottom left of minimap), but upon reload it corrects itself and I'm not sure how to reproduce it. The strata for different buttons that mount to the minimap button bar seems inconsistent, with some being on the same layer or a layer above certain other frames.

To Reproduce
Steps to reproduce the behavior:

1. Enable the Minimap Button Bar
2. Enable the "Garrison" button
3. My current setting for skin is "Vertical Anchor Bar" with "Reversed" layout direction
4. Open Map in Fullscreen mode
   4a. Open Bags (ElvUi bag frame overlaps minimap on my screen) or any other frame that would overlap your minimap button bar.

Expected behavior
For the Frame strata to be set lower, to a level consistent with the other minimap buttons, I would assume either the same layer or one layer above the strata of the minimap itself.
