Relocation Drop Down (Right Click) - a nil value

Description
No drop down on my evoker character when right clicking on location.
So far it does work as intended on my priest (70), druid (60), shaman (60), and DH (60)
All characters use the same profile

Shadow & Light Version
4.55

ElvUI Version
13.10

Steps to Reproduce

  1. Step 1

  3. Step 3
  4. Step 4

Expected Behavior
Drop down populates all relocation items that can be used.

Actual Behavior
no drop down is produced

ElvUI + S&L Enabled

Only ElvUI Enabled

Additional Information
I have disabled AdiBags, Details!, and other potential conflicting addons. But they are enabled with my working characters.
Evoker char only has two relocation items.
