Version of libProcessable distributed with S&L is incorrect

Description
The version of libProcessable distributed with Shadow & Light is not the latest version. It says it's version 61, but is missing the lib:IsScrappable function. Not sure how your version does not have this.
This causes other addons that are expecting that function to be there to throw lua errors.

Steps to Reproduce
Install ElvUI
Install Shadow & Light
Install Molinari
Mouse over items or get loot in your bag. Error could be thrown on IsScrappable being nil.
The above depends on which lib gets loaded first. Shadow & Lights or Molinari
Expected Behavior
No error
Actual Behavior
Lua error thrown occasionally depending on which lib loads first.
ElvUI + S&L Enabled
Does not occur as this requires a 3rd addon to attempt to load the correct version of libProcessable
Only ElvUI Enabled
