Event Tracker shouldn't notify if dragonisland not unlocked by default

The Event Tracker is a neat feature, but if you're not in the zone or have dragonislands unlocked, you shouldn't receive the alarm for it.
Eventually a toggle for receiving the alarm if you're in or out of the zone for those characters having the dragonislands unlocked might be good to have.
