[Feature Request] Add the option to keep the background color of a chat frame the same on hover

By default, WoW's chatframes can have their color and transparency changed.
In my case, I like having my frame transparent black.
However, if I move my mouse over it, the transparency doesn't stay the same.
Prat has this option already; can you add the option for color and transparency to persist on mouseover to look the same as if the mouse isn't mouseover'ed?
