Can't reproduce sadly.

Traded with a guildie, both sides have trade announcement enabled, announcing worked on both sides. Tried it about 5 times back and forth in both a raid and a party, worked every time

Trade green items, like "Hat of the Monkey" "Shield of the Prophet" kind of stuff.

Party setup? What are your settings? As a fellow developer you know that these sort of issues will not incentivize me to start debugging :)
