There are two quests in Classic that show this issue easily: 7905 and 7926. Basically they are both evaluated as available but when you look at the quest givers those are evaluated correctly as being available or not appropriately. The status for one that is not available should be unavailable most likely - basically the same as if the holiday were not active.
