In Classic, quest 593 is now marked fH because it seems the P:B592 does not convey quest 592's faction requirement which it gets from its A: NPC only being Horde. We should ensure this inheritance is passed along so the fH code can be removed.

I would be cautious here. There are some branching/merging chains. Some of the level 50 class quests, the ones involving Theldurin the Lost come to mind.
