The Saved Variables File would certainly help with the NPC and location data for some of the quests.

For which? Wholly or Grail, or both? And which set? From the character, or the account?

For Grail. The account. Hopefully in it will have entries within the "learned" table. Note there normally are different files for Retail and Classic.
