All the rest are "downstream" quests in a chain with a racial restriction. I previously added these to make the Wholly lists easier to understand the restrictions. I am fairly sure we discussed it but I can't locate that discussion.

If you wish to use the versions in your release >= 33302, that's fine.
However, if you do, then the items should probably be edited back into the main list as their "E"s precede 33302.
