Legion artifacts are locked to itemlevel 10 as you can't purchase ranks and their effects are disabled because they are "old items".
We should fallback to C_Item.GetDetailedItemLevelInfo in case C_ArtifactUI.GetEquippedArtifactInfo returns nil for purchasedranks.
