No Macro Loaded Window Spam

The window that pops up if you don't have any loaded macros needs to have a global flag of some sort for when a user clicks cancel. Right now any time a ui reload happens or some other window opens the popup show up again. Hearthsone, it there. Trying to use the flight master, it shows up. Opening the options for another addon, it shows up again.
It's currently set to prompt if no mactos are present for that class but will add a mute
