Ok the issue is an unusual one. You have a macro by the same name as an existing object from another mod. For every macro, GSE creates a hidden button this is "clicked" every time you hit the macro key on your toolbar. If your macro is called Fred, it creates a new hidden button called "Fred". What is happening is that another mod is creating an Object called "Fred" and it's not a button so GSE is trying to configure the button attributes and this is failing. This is in turn locking up the GSE Out of Combat Queue as every time you zone it reconfigures those buttons as an action in the queue. When you save, it puts the changes into the queue as you can't save in combat. The queue gets longer and longer as the object you are trying to update never gets past that point. The fix for this is not easy. We need to find which macro name is causing the conflict. This has happened before with "WW" (#322).
