[GSE3] Refactor Storage for GSE3

- Convert GSE2 Storage to a GSE3 Plugin
- Have GSE3 macros take over all macro execution.
The alpha allows you to use your existing macros but in the GSE3 engine rather than the GSE2 one. The editor doesn’t work yet and you cannot make changes. /gse gse3 MACRONAME AND /gse gse3compiled MACRONAME will show you your macro in gse3 format and then the compiled version that is executed.

I cant try new GSE3 alpha 1, with every character i logged in macros are gone on UI, but somewhat it outputs fields shows on general chat channel.
If i recall correctly, you commented that you had the option to migrate list gse2-gse3 ready?
