Versions not working in City "orgrimmar" [?]

Works outside of cities on trash mobs, but when trying on target dummy I have to manually select the default version.
Any chance I'm missing something?
yeah for target dummies setting the exact version means you can test that specific version
Warmode doesnt apply in capital cities unless you attack a player
