quests should be treated as skipped no matter whether a prereq was skipped directly in the same guide or if it was in an earlier guide

when the current guide contains complete/turn in steps and not the corresponding accept or not the required prequests and these have done been done already then these steps should be marked as skipped (since they were skipped in previous guides)
