talent UI does not show talent-based passives in spellbook

Swapping Lonely Winter talent does not update passive list and adds ice lance to the active list twice.
The bug part of this (ice lance twice) was fixed with the talent panel revamp. Showing talent-based passives is a separate thing, retagging this as an enhancement.
