Describe the Bug/Issue
A clear and concise description of what the bug is.
Currently running as Venthyr Arcane Mage. I've run through the rotations several times at 5-10 minutes each verifying the suggested rotation. The rotation is not suggesting Rune of Power, Arcane Power, or Presence of Mind. Touch of the Magi is suggested however.

toggles: cooldowns = false

You have Cooldowns toggled off (which is default).

See /hekili > Toggles. It's intentional that you can hold CDs and not just burn them all the time (i.e., on trash packs or trivial enemies).
