INVOKE XUEN and EARTH WIND FIRE are not being called for in the rotation line up

- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this bug report (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
none of the windwalker cooldowns are being called for in the lineup. I added them to the toggle list and they should in theory be included. My mage is not having this issue. Thanks in advance

- enter as windwalker monk
- attempt rotation
- cooldowns are not being suggested at all (with the exception of weapons of order
