Sub Rogue no Cooldowns displayed

- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this bug report (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
Hello, I tried Sub Rogue for the first time today and wanted to use Hekili to get started.
I have the Problem that Flagellation and Shadow Blades is not displayed in the recommended spelllist.
Assa and Outlaw is working fine.
I hope you can help me.

How to Reproduce
- Activate Sub Spec
- Start doing DPS on Target dummy
- no Shadow Blades or Flagellation is recommended
