Describe the Issue

While in torghast, I kept receiving recomendations for using hammer of wrath on targets >20% health and the negative energy token power had not proced. The ability was desaturated on my hotbar and not usable.

How to Reproduce

I'm lacking definitive repro steps, this was protection paladin, torghast coldheart, I did have the judgement can proc how to be used on any hp %, but the power did not proc in the cases and the ability was not usable.

Feel free to chew me out on discord or just close this if it seems fine, I know using <60 causes weirdness, but it's the first time leveling in there i've seen it (also first time in coldheart...)

seems to be working as intended, I don't know how prot pal works. This is due to leveling into how r2, which allows how during wrath, wrath was up and cds suggested, so wrath was suggested. user error in that i was saving wings and following prio past that, which breaks things.
