Subtlety rogue (WOTLK)

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
I didn't see anything about the subtlety rogue (or rogue in general) online, so I wanted to ask if it was a work in progress or if I'm doing something wrong. I have a hunter in retail and Hekili works out of the box. But in Wrath on my rogue, it doesn't show up at all and doesn't seem to have a prioritization builtin.
How to Reproduce
Create a level 70 rogue and and start the game. There's no Hekili popping up.
