Describe the Issue

When starting rotation, Celestial Alignment is being recommended and not going away after use.

How to Reproduce

1.) Log into Balance Druid
2.) Use these Talents: BYGAGX1kx6Mci9Zl2t+S+sRoPCAAAAAAAAAAAAAAAAAAAoAQSiIQChkEkIgWCJJhWCiDkDAFplIESDgA

3.) Do default rotation on target dummy

I think this is resolved; let me know if this is still happening for you after the initial 10.0 release goes live (in a half hour or so). If it's still having problems, add new snapshots to the ticket. Thanks.
