[REC] Not recommending Fel Devastation for Vengeance DH

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
In 10.0.0-01 and later versions(up to v10.0.0-04 tested ), Veng. DH's Fel Devastation is no longer recommended. However, in v10.1.0-beta9 version it is recommended as intended.
How to Reproduce
Use 10.0.0-01 and later versions.
Use Vengeance DH to test.

Additional Information
After installing a newer version, it is required to fallback not only the interface itself to 10.1.0-beta9, but also hekili.lua in SavedVariables folder to the old one to make Fel Devastation recommended again.
