Balance druid - Sunfire is still swap recommended even it is already dotted

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
Sunfire is still swap recommended even it is already dotted. OnSreen enemies only is enabled, but probably this setting is not reflected. I see 8 nameplates on enemies but the addon shows 16 (after spelling Starfall). More mobs are behind me but I don't see them on screen. Tested on Venthyr dummies.
How to Reproduce
- Balance Venhyr - try rotation with swap enabled on more enemies
