Recommended Spell shows long after GCD and not immediatly (Rogue-Outlaw)

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
Finishers do not swap immediatly when conditions are met (e.g. echoing reprimand buff) - it shows Sinister Strike when GCD is starting and a short time after GCD is over the finisher is shown.
i found out that "effective combo points" has a long duration to get shown. I changed the conditions to met the echoing buffs with combo_points.current = xy but also the same issue.
How to Reproduce
- Enter game as Outlaw Rogue
- Start Fighting and follow your Rotation
- Use Echoing Reprimand
- Wait for the moment CP match the Echoing Reprimand "Stack" --> Finisher is not shown immediatly

There's an underlying issue related to forecasting for Echoing Reprimand that I am testing right now and which may resolve this for you. Wait for 08.1 and let me know if you're still experiencing this.
