Prot Warrior - Ignore Pain is no longer recommended

- I checked for an existing, open ticket for this issue and was not able to find one.

Describe the Issue
Ignore Pain is no longer recommended for any action lists - it's in the lists and was working prior to 2 or 3 patches now.
I also don't believe Impending Victory is being recommended.
PS- I hope I'm marking these correct as a bug (it's not a change to recommended priority - just not recommended at all). =/
How to Reproduce
- Log in as Prot Warrior
- follow the recommended rotation on covenant's raider training dummy
- ignore pain never shows (regardless of conditions)
- impending victory never shows (regardless of conditions)

Otherwise, they are manually triggered by pausing (default: ALT-SHIFT-P) or snapshotting (default: ALT-SHIFT-[). Snapshots are generally required when submitting issue tickets.
