Describe the Issue

I am expecting Hekili to recommend Bestial Wrath and Death Chakram shortly after the first 2 barbed shots. Instead, I never receive either ability as a recommendation. I've also never received a recommendation for Wailing Arrow but the Raidbot Sim definitely uses it in the rotation.

How to Reproduce

1.) Enter the game as Beastmaster Hunter
2.) Copy my talents provided in the talent loadout
3.) Test the opening rotation - single target, AOE, or Auto
4.) See recommendations

Additional Information

The whole opening rotation is very different but I'm not sure how problematic that is. The DPS is probably similar but the big issue is that Hekili seems to be ignoring majors CDs. I tried reinstalling Hekili fresh thinking maybe I accidentally changed something but that didn't resolve the issue.
