Default APL for Enhancement Single Target is missing a priority

- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).

Describe the Issue
When talented into Hot Hand and Ashen Catalyst, the line
lava_lash,if=buff.hot_hand.up|buff.ashen_catalyst.stack=8
Is supposed to be 2nd priority for ST but is absent

How to Reproduce
- Spec into Enhancement
- Talent into Hot Hand & Ashen Catalyst
- Priority doesn't change according to these two talent choices in single target
