Exorcism condition should check Consecration DoT target debuff

Describe the Issue
There are two issues right now with the Exorcism condition for Consecration in AoE scenarios:
- It doesn't recommend Exorcism when Consecration was automatically cast by the Incandescence talent.
- It recommends Exorcism even though the target doesn't stand in the Consecration area.
I think both issues can be fixed by moving the Exorcism condition from "Consecration up" to "target has Consecration DoT debuff".
How to Reproduce
- Play as Ret Paladin.
- Spend Holy Power in an AoE target dummy pack until Consecration is automatically cast.
- Notice that Hekili still recommends casting Consecration before Exorcism.
- Wait until Consecration fades.
- Move away from the target dummies.
- Cast Consecration.
- Notice that Hekili recommends Exorcism even though the target doesn't stand in Consecration.
