Time Breaching Talon not appearing (or appearing sporadically) in rotation

Before You Begin

I confirm that I have downloaded the latest version of the addon.
I am not playing on a private server.
I checked for an existing, open ticket for this issue and was not able to find one.
I edited the title of this bug report (above) so that it describes the issue I am reporting.

Describe the Issue

The trinket Time Breaching Talon is not showing up in the priority bar, no matter what I have toggled. I've tried other trinkets with success, and sometimes the time breaching talon shows up, but only intermittently. I've attached everything I could. Let me know if there is more I can send.

How to Reproduce

log into WoW and select Druid
make sure Time Breaching Talon is equipped.
make sure Hekili is running and start the reccomended rotation with cooldowns toggled on and that your trinket is assigned a hotkey..
Observe that the trinket does not appear in the rotation.
