Describe the Issue

Assassination rouge is showing the wrong prio for spells with the new patch

How to Reproduce

1. Enter game as assassination rouge
2. Select Dragon Tempered Blades Talent build
3. Garrote shouldn't be used twice according to simc, IV, Wowhead, and the rouge discord
