[RETAIL] Alliance Elemental Shaman, heroism unavailable/not working (bloodlust does not translate)

Before You Begin
- I confirm that I have downloaded the latest version of the addon.
- I am not playing on a private server.
- I checked for an existing, open ticket for this issue and was not able to find one.
- I edited the title of this issue (above) so that it describes the issue I am reporting.
- I am reporting an issue with the default priority included with the specialization (imported or edited priorities are not supported).
Describe the Issue
Heroism is not available as a spell/ability as an alliance elemental shaman; Bloodlust is shown in settings under both under abilities and under Elemental>Toggles, but never triggers/shows up in the priority queue (snapshot notes that the ability is "unknown").
I have all categories visible at all times, and have tried
- emptying the CD queue
- adding it as the first (enabled) action on all action lists
How to Reproduce
- Enter game as an alliance elemental shaman
- Add bloodlust to the top of the action lists
- Close settings and determine that heroism does not show up as a expected

Additional Information
I found a previous (side) question about it (#397), but it seems it was never actually resolved besides the commenting a rationale that it should be a raid leader decision rather than addon decision. I'd argue that not all of us raids all the time, hence it should still be available, and my plan was to have it as the last priority as a last resort for when things turns ugly in whatever PUG/solo play.
