VENG DH not using fiery brand.

Describe the Issue
On the 5 count of target dummies, hekili never recommends to use fiery brand, and therefore never recommends (soul carver, or fel devastation) in the following spec

This is a common build for veng dh.
How to Reproduce
Fiery Brand should be used right after the hunt according to simc.
To reproduce I was fighting the 5 target dummies in valdraken.
